MY GOOD FRIEND’S MOTHER PASSED ON IN THE EARLY HOURS OF CHRISTMAS
NABIRYE EGULANSI GONZA died at the age of 97. She got a hip disability about 10 years ago. She had managed to support her last born son by the name of Paul Teefe until this one completed University studies. As a thank you, Teefe decided to comfort his mother by ensuring that she had good accommodation, and indeed after the fractured hip, the mother was brought to Kampala, but she eventually requested to join her fellow village mates in Kibaale down in Namutumba district. The Late mother is a real model of one who can sacrifice nothingness for the welfare of her children, this was after her husband died in 1981.
Burial is Saturday, 29th December 2012 at Kibaale, Namutumba district.
May the Almighty God grant Nabirye the much deserved eternal peace

SCRAP BOYS ENJOY PLAYING COMPUTER GAMES
The boys in the photo have no future to talk about. They spend most of their time looking for scrap metal and selling. The money they get is spent on computer games in a cafe. They are on average a dirty lot, it is not clear whether they are under any parents' guidance. It is so sad.

Civil servants’ wealth to be probed

The Government is planning to verify assets of every civil servant and those found to have amassed wealth illegally, risk losing their property, ethics minister Simon Lokodo has said.
“All civil servants are going to be subjected to verification of their property. If found that you earned it illegally, it will be confiscated by the Government,” Lokodo said.
The minister was responding to a comment from Rwampara MP, Vincent Kyamadidi, that the Government was not committed to the fight against corruption.
“President Yoweri Museveni in 2004 declared zero tolerance to corruption, but his Government is not walking the talk,” Kyamadidi said.
Kyamadidi commended Lokodo for not being involved in any scandal, but advised him to tell his fellow ministers to step aside once their names are mentioned in any corruption scandal.
Lokodo said the directorate of ethics and integrity will come up with a law on asset recovery to punish those who have ill-gotten wealth.
“We are going to apply draconian laws and recover the assets,” he said.
The minister was launching an artistic impression to create awareness among the community in the fight against corruption at Kayabwe in Mpigi district last week. The mural was designed by the Uganda Debt Network.
Lokodo also said accounting officers will now be recruited on a contract basis.
The executive director of Uganda Debt Network, Patrick Tumwebaze, urged the Government to strengthen laws against corruption because at the moment, a 10-year imprisonment for a person who embezzles money is too lenient.
The resident district commissioner of Mpigi, Fred Bamwine, observed that unless new laws to fight graft are introduced, it would be hard to stamp out the vice.

Cerinah Nebanda at 24 has made an impact among the Young Parliamentary Group who have all along given Museveni a headache. Her death at such a tender age is due to her strong heart and always ready to tell Museveni and those who worship him the truth for the good of our mother land Uganda. She joins a list of many since the NRM Bush war whose death remain suspect. This morning at CBS 88.8FM, in the news when her death was announced, there was an attempt to play her sound bite as she used to call at CBS for the 'Paliamenti Yaffe' programme at 10.00am on Saturday, and even this Saturday she was expected! Deaths like this one exposes the NRM. I denounced the Museveni revolution from the day he went to the bush, yet I got to understand him better when he was there getting us off Entebbe Highway as we said no Lule no work. To me, Museveni is not part of the lessons of Good Governance that Uganda needs. Unfortunately, he has been able to use those who want wealth as stooges to advance his wishes. I for one, till my death, Museveni is Uganda's number one enemy. We are now aware of his relation with Kadaga. Simply because Kadaga is loved by the people because she is a people's person, Museveni has developed bad blood. Overstaying by Museveni is very unfortunate. The MP is dead as many have died due to unclear circumstances, but Museveni will continue, only that one day, he will also follow those who have died during his time. If Ugandans were not corrupt, the death of the MP would be an eye opener to those who can still vote Museveni. The MP has been a thorn in the fresh of NRM and she may have been eliminated by anybody, but to those she has been fighting, they are happy she is gone.
It is not possible to rule a country called Uganda for 30 years when you are clean.
May the Good Lord Grant the youthful MP eternal peace.
And for Museveni, my prayers remain, he is Uganda's problem and only God can get the country free of him.

KASUBI MANAGEMENT CAN BORROW A LEAF FROM UWEC (ZOO) BUSINESS
Mengo is in efforts to see the Kasubi Tombs infrastructure back after the fire that destroyed it. It is howver true that Buganda Government does not realize the much income that would come from Kasubi tombs if the management were done scientifically. I recall when I got there, someone asked me for shs 5,000, that money was not receipted meaning that it is someone's income. That is wrong. There is a lot that can be learnt from the management at Uganda Wildlife Education Centre where one even pays for a camera before taking photos. There is no reason why the Masiro cannot have booming business so that good income is realized. Children could pay at least 3,000 while the mature people pay 5,000. There is much more that can be documented at Kasubi Tombs. Money can be earned, there is need to be scientific hence forget about always having to ask for money from people when it can be generated. At UWEC, there are games which have to be paid for and all this is money. There is a restaurant. Kasubi management should be even smarter given the Baganda among other communitiers that can be mobilized to go there.

I CRIED TEARS TO LEARN THAT THE PATIENT I VISITED ON WEDNESDAY GOT HER LEG AMPUTATED FOR TETANUS AT MULAGO
On Monday this week, I got a call informing me that a daughter of my cousin had been knocked down Kireka side as she tried to get some income by the roadside. A boy who did not have qualifications to drive, I was told knocked her together with her daughter. The daughter was taken to different place as the mother was admitted to Mulago. On Wednesday, I was able to check on the patient and I thought she was okay. Just on Friday around lunch hours, I was told the poor girl/woman had got her leg amputated. I was later to learn that she had contracted Tetanus! I find it hard to blame the medical people at Mulago and many of these hospitals, because, I believe, under the pathetic situation they work in. many do their level best. I cannot establish as of now whether the patient had not been given a Vaccine, but I wish to appeal to those our leaders who waste money into politics, that they need to turn to God, and serve the people. Any person could even forget to administer a vital vaccine because of the circumstances these people work under. For those of us who were in class with current doctors, we appreciate that these people deserve more, but many of our politicians don't.
I wish to appreciate all the medical people who try their level best under the Uganda circumstances to save lives. You are our heroes. And to the young woman whose leg is no more, I wish to pray that she gets to recover. There is nothing else to do. We have parents who are careless with vehicles and many other drivers who do things that eventually are termed as carelessness. I have one thing, can t those in authority do much more for the saving of lives.

A BAD TERM FOR PRESIDENT MUSEVENI THOUGH HE STILL TAKES THINGS FOR GRANTED
For dictators like President Museveni, who think that they know it all, that they are always right, the experiences his administration is going through in his 6th term as President of Uganda (where each term is 5 years), is the best punishment for leaders of his type. Never had some people thought that Museveni could go and campaign for an NRM candidate in a by-election, and people instead decide not to give that candidate simply to punish Museveni.
For those of us who have some understanding about how funding, it had always been a cause of concern as to how President Museveni was getting money to throw around towards general elections, yes it is true that some business interests have supported his party, the amount used is so great as was experienced in the 2011 elections where people in markets around Kampala were given shs 40,000 in cases cited, not forgetting areas where whole villages got free T-shirts with the President’s portrait! It is now clear that failed projects, including the Identity cards were affected by the diversion of funds to help the President’s effort come back to office at a time when many voters thought that his time had long expired as Head of State.
In the Saturday Vision of Saturday, August 4, 2012, under Museveni Speaks out on Succession, the President is quoted to have said as follows, “he would have retired to his farm already, but when he scrutinizes people who want to take over from him, they all lack focus to drive the vehicle. Some just shout Museveni ‘agende’ (Museveni should go). I would not have any problem with this, if those who want to come after me take my ideology. But when I realize that they lack proper ideology, I hesitate, he said.” Yes, there is nothing in form of a better statement that a man who is in love for power like Museveni would have made. He always has millions of excuses to give, as if his role in Uganda has taken the country to the moon! It is absurd. If Museveni is serious in wanting one with his so called vision to take up the mantle of the office of President, then the country is doomed. If the funds Uganda has got ever since Museveni took power were put to proper use, the country would be a million miles away. But, the president has the courage to state that he does not see one with the capability. Yes, it is true that there are people who have the brains, but can stand those with guerilla mentality who can do whatever is possible to grab power. Such people just sit back and do their business, and leave politics to those who want to reap where they did not sow.
President Museveni talks about democracy, but the democracy he imagines is that which does not challenge the seat he has enjoyed since 1986! What better irony? Just the politics of creating new districts simply because those who cherish them can help him get some votes, Museveni wrongly convinces those who can be convinced that he is practicing Human Rights. But, he is not sure of why he at the same time cannot allow those who cherish the Federal arrangement to have it! It is absurd when one goes to places like Mulago that medical practitioners there still love their country where the President has decided to have useless lawmakers and pay them handsomely as long as their numbers is one reason that the NRM keeps having majority?
Uganda now needs a leader who understands economics as reflected in the welfare of the people, creation of value, maintaining the manpower instead of having manpower migrating to Rwanda because Rwanda values them, hence can afford to pay a reasonable salary. We are seeing killer diseases like Ebola and when one gets to the depth, it eventually emerges that these are fruits of Uganda’s foreign policy, the policy of involvement in each and every neighbours business such that at the end of the day we reap diseases. The HIV is spreading fast simply because though people know how to contract it, the circumstances and hard economic conditions Museveni’s governance can only do one thing, create a favourable situation for increased spread of the virus as a few haves use the opportunity to exploit the have-nots including students and the final outcome is the HIV spread!
It is unfortunate that year after year after the Museveni ‘victory’ in 2011, the country is experiencing more hardships. The 1st year, the super hyper inflation as created by the money poured into circulation nearly killed the economy. While we thought things would be better, we get to learn of billions of donor funds put on individual accounts for them to enjoy, at the same time a bank was able to allow ghost accounts opened for pension beneficiaries. And, what we see is the donors eventually getting to learn that they are dealing with players in a country that are just stealing what would help the people in need. That is how sad the Museveni governance has got as he wishes to stay longer in office. It is now everybody’s concern that the Museveni administration can be trusted with OIL.
God help Uganda given the mafia.

CAN PARENTS BE MORE CAREFUL WITH VEHICLES WHICH CHILDREN DRIVE CARELESSLY?
The lady on bed in 3A at Mulago is a mother who was attending to her business at Kireka and a boy who is alleged to have been drunk and unauthorized to drive a car lost control of the car he was driving. It crushed the lay's leg to the shape it is in and also her daughter who is being attended to at another health unit. The call is to parents who see their children as great people and just leave keys any how, and these lousy children pick vehicles hence injuring other people who may be found doing their own business. And to the Police, it is sad how such criminals are handled. You may not be surprised to see them out on Police bond before they have made any commitment to seeing to the welfare of their victims.
It is by grace of God that the young man in the photo images is alive in ward 3A at Mulago. When you see his multiple wounds, it is when you get to think that motorists should not be handled with kid gloves. It is thank you for the great work by the Doctors i Mulago who attend to these patients with no welfare worth mentioning.

DR DANIEL KIWANUKA SEMAMBO SAYS, INDIAN SUPER CHICKEN TO LIFT UGANDAN FARMERS OUT OF POVERTY

A chicken that has the capacity to lay up to 150 eggs per year could be the next wonder for farmers in Uganda, thanks to an initiative by India.
The scientifically engineered Kuroiler is a mix of a cockerel and broiler chicken. The bird is a colored and thrives on scavenging and has a high meat weight and egg producing capability.
Dr. Daniel Kiwanuka Semambo, the director National Animal Genetic Resources Center and Data Bank (NAGRC & DB), says the chicken can lay up to 150 eggs in a year compared to the local chicken in Uganda. He says the chicken also grows faster than the local one.
Dr. Semambo says the project will be implemented in phases. The team from India together with NAGRC will study the sustainability of the project in 8 months.
500million shillings will be the cost of implementing the second phase of the poultry project. According to Semambo the poultry will be distributed to farmers.
Dr. Semambo says the hatcheries are ready to receive the eggs.
According to Dr. Paul Nampala, the Executive Secretary Uganda National Academy of Sciences, genetically bred animals are safer than naturally bred ones. He says genetic breeding involves a much thorough process of checking as opposed to natural breeding where nature takes it course under no supervision.
Dr. Nampala however warns that the Kuroiler bird may face challenges of not being readily accepted by farmers in Uganda. Weather patterns are also important to consider during the trials in the country.
Kuroiler is a custom bred chicken for small-scale farmers. The birds do not need special feeding according to Semambo.
Kuroiler was introduced in India in 1993 by a private company and sold more than a million one-day old chicks in the first year alone. By 2005-06 the number reached 14 million.
The project in India was an innovation by Nimrod Kapur who tinkered around with imported stock from the US to create high yield birds through a process called genetic breeding.
UGANDA TO IMPORT EGGS

UGANDA is to import eggs and parent stock from India, for breeding purposes through the Kuroiler Chicken project.The director of the National Animal Genetic Resources Centre and Data Bank, Dr. Daniel Semambo, said the Kuroiler chicken is more productive than local breeds.
He, together with agriculture minister Hope Mwesigye, were appearing before the parliamentary committee on agriculture over the budget for next financial year.
Semambo said a male Kuroiler can grow up to 3.5kg in 10 weeks, while indigenous breeds take a year.
Semambo said in the first phase, 2,000 eggs would be imported to produce day old chicks. This would be purchased alongside indigenous chicks for comparison.
He said the first part is to evaluate performance of the Kuroiler chicken in Uganda. This would be done between June and February next year.
The second phase will be to produce parent stock that would be used to produce day old chicks to sell to farmers.
CHILDREN SAFE UGANDA ORGANIZES A VERY SUCCESSFUL WORLD AIDS DAY AT KAWOMYA VILLAGE NABBALE SUB-COUNTY MUKONO DISTRICT
Children Safe Uganda (CSU) organized a very successful World AIDS Day Commemoration in the little known Kawomya Village at Kawomya Roman Catholic Primary School, Makukuba parish, Nabbale Sub-county of Mukono district. The day’s activities started with Football and Netball matches between junior and secondary teams of Children Safe Uganda (CSU) and Kawomya (Primary and Secondary School). The matches with some music in the background induced a number of people to turn up for the World AIDS Day. The occasion was taken as opportunity for both Kawomya Primary School and Children Safe Uganda to sing with the message focusing on AIDS awareness and its impact to Uganda communities. It was great seeing a group of three senior staff at CSU sing to the audience a song with a lot as regards HIV/AIDS information. The Director, CSU Mr. Moses Ssebaggala had the opportunity to brief the audience why his organization was involved in Makukuba Sub – County of Mukono district, where a number of single sex Self Help Groups (SHGs) have already been formed under their guidance. The food served to the community was prepared by the Self Help Groups of the areas, and this was spearheaded by the group which holds its meeting every Wednesday at Kawomya R C Primary School. Before the closure of the activities for the day, the people present were divided into three groups. The Primary School going and Secondary school children were each a different group as well as the mature people. Each of these groups had issues pre-arranged for them. The mature group had time to benefit from a session where volunteers to CSU made a presentation on the whole spectrum from how HIV is contracted, the testing, discussing the outcome with one’s partner to mention a few. This presentation done in English Language with the assistance of photo impressions was translated by Mr. Herbert Kiwalabye who is the expert at SHG formations at CSU. The primary section group benefited from interaction with Barbara who is a staff of CSU. They were free to interact on a cross section of matters to do with HIV/AIDS. Lastly, the Secondary Section had good time with Mr. Ssebagala who moderated the session very successfully.
The day had two masters of ceremonies who kept on interchanging and this made it more interesting. The 1st Master of ceremony was Mr. Kakooza Joseph who is Secretary LC 1 Kawomya who at the same time happens to be a member of one of the men’s Self Help Groups and indeed a good mobilizer. The 2nd was Mr. Herbert Kiwalabye of Children Safe Uganda. The Guest of honour for the day was the Chairman LCIII Nabbale Sub – County, Omulangira Ndaula, who in his address to the community present praised CSU for the mobilization efforts so far done in his Sub – county, and thanked the Director for having organized a very successful World AIDS Day in his area, which had been the 1st of its kind yet very educative to the community.
Before the Sporting activities took off, the Chairman LCI had welcomed the people to his area and he was grateful to CSU for having chosen their village to host World AIDS Day to the extent of transporting children all the way from Bweya (Kajjansi Trading Centre – Entebbe Highway) to Kawomya to do sporting activities with fellow children from his village. He pledged continued cooperation to see that efforts meant to develop the area are given a lee way.
I had opportunity to get two real life stories from a lady teacher who attended the function at Kawomya. The 1st had much to do with HIV/AIDS. As we had lunch, this teacher told us of a woman who got her daughter to a friend for employment. The girl was 1st taught computer skills before being recruited into the company. When the training in computer skills was completed, this potential employer called the girl to his office. The girl was told of an interview she had to either pass or fail before being recruited. The interview the employer said was to have protected sex with her. This was against the ground that he did not like the men at work to just have advantage with a girl brought into the system when (he) the one who had recruited her had not got any opportunity with the girl. The girl accepted the test, she was given condoms and the big man closed the office, had his go and that was it! However, this is against the background that it was a friend lady who had brought the girl for work!
The second life story was by the same teacher who had opportunity to be supervisor at one school. At that school, two centres were having primary Leaving Examination (PLE). What surprised this lady was that some children did not even know how to write their names on the top of the examination answer papers! The head teacher would actually have T-shirts made with the school name as identity that these children were actually attending at the School! She later learnt that the Head teacher could actually go around picking children and register them for examinations though this were not actually attending at his school such that he would end up with about 50 children registered for PLE! This shows you how far the decay has gone in Uganda schools.
