It looks like it is bad lack to be born on 29th February as this day comes once every 4 years. The question is: When should people born on 29th February celebrate their birthday in case it is a 28 day month?

Each time that we have a birthday we are one year older. One year is 365 days ( for the sake of this argument).
If I'm born on February 29, then 365 day's later is March 1. The following year March 1 is 365 day's later as is the following year. The next year is another leap year and so 365 days from March 1 is February 29.
Conversely, you could have no birthdays in between and just have one party every four years that is four times bigger than everyone else's, four times the presents and so on!
March 1st is the typical birthday for Feb. 29. Sometimes, if you were born before noon on Feb 29 you celebrate it on the 28.
