I was shocked to hear the Secretary General of the Democratic Party Matia Nsubuga give a go ahead to MPs to take the Government bribe of shs 103m disguised as motor vehicle facilitation funds. For the Secretary General to justify a wrong move simply because he ate the shs 20m NRM bribe before the 2011 General Elections is simply unbelievable. The Secretary General is one of those who should know the role of a Member of Parliament. It is unfortunate that a whole Secretary General does not seem to understand the role of an MP. MPs are elected to perform the role of legislation not that of Local Council leaders. The Local Councils are catered for under the local government budgets. No Government worth its salt can in the 1st instance dish out money not previously budgeted for. Why is it that Government does not include the cost of the vehicles for MPs in the budget and instead makes like a surprise which comes at a time when there is a controversy to sort? 2ndly, no Government worth its salt can dish out shs 103m million to each MP when such MPs have the option to buy cheaper vehicles and spend the balance on whatever they may wish. And no Government worth its salt can call a scheme a motor vehicle scheme when each MP is at liberty to use and misuse the money without enforcing accountability. To okay the use of shs 103m by MPs clearly shows how people we imagine are on the right trend end up frustrating the efforts to see Good Governance. If the DP Secretary General insists that DP MPs get the shs 103m and buy vehicles as well as use the funds for what they see as priority needs in their constituencies, the best is that he resigns or the party should relieve him of the task because he is simply incompetent.
