KIWANDA REGRETS TERM LIMITS BRIBE
Buganda parliamentary caucus chairman Godfrey Kiwanda has said he regrets having supported the removal of presidential term limits and plans to make amends by pushing for their restoration.
The Mityana North MP says he regrets taking the Shs 5m that was given to lawmakers in the Seventh Parliament back in 2005 to amend the constitution and remove presidential term limits.
Kiwanda says restoration of term limits will restore hope amongst Ugandans who have lost it.
“People have now resorted to demonstrations and other [violent] means, thinking that it is the only way they can change government. They have lost hope, and we have to restore this hope,” he said.
In 2005, the Seventh Parliament scrapped the two-term presidential limit to enable Museveni stand for re-election. Museveni’s NRM induced its legislators with Shs 5m apiece to vote in favour of the constitutional amendment. Looking back now, Kiwanda says taking that money was the worst thing he has done in his political career.
“I regret and apologise for whatever I did. We put our country in trouble by removing term limits,” he said.
The Buganda caucus chief made these remarks during a meeting held at Hotel Africana in Kampala this week where lawmakers pushing for the restoration of term limits had pitched camp to discuss the proposal with civil society representatives. Kiwanda joins a bunch of NRM MPs that have thrown their weight behind the campaign led by Gerald Karuhanga (Youth, Western).
Wilfred Niwagaba (Ndorwa East), Theodore Ssekikubo (Lwemiyaga) and Abdu Katuntu (Bugweri) are the other lawmakers pushing for the amendment. Dokolo MP, Felix Okot Ogong, has also joined the group, vowing to end what he called “the nonsense of no terms in our politics.”
The idea remains thorny, with many NRM lawmakers preferring to sit on the fence and wait for fear of being misunderstood by Museveni. But Kiwanda has decided to come out, and more are expected to support the campaign, although the dominant NRM is likely to have the last word.
“We need a peaceful transition of power from one president to another,” Kiwanda said.
However, the President’s Press Secretary, Tamale Mirundi, says Kiwanda is trying to appeal to the voters with an eye on re-election in 2016. Tamale argues that Kiwanda is panicking because there is someone in Mityana North who is mobilising against him. On his part, Karuhanga said that Ugandans and investors had started to flee, taking their investments to other countries because the political future of the country is uncertain.
Karuhanga also revealed unconfirmed reports that Museveni harbours intentions of introducing another constitutional amendment to remove the age limit for the president that is currently at 75 years. Museveni will be 72 when the 2016 elections come along and therefore eligible to stand for president.
But according to the constitution, that would be his last term as the President would be 77 in 2021 when the next elections are to be held. Museveni told NTV this year that he believes there is good reason for the age limit and would thus not seek to change it.

ACTUALLY, MBABAZI HAS OVERSTAYED
At least even if Mbabazi quits, he is a rich man, talk of properties which are said to be owned by him. The sins of the likes of Mbabazi are to see others as sinners, may be they are not sharp enough to see things right. Mbabazi should have fallen out with Museveni long ago, but trust some of our people, when they see others fall out, they assume those are in the wrong. I remember Mbabazi on the move to see our phones tapped by the State, today if there is a fall out, it was expected. He is simply following many others who were used and abandoned!

MBABAZI TO QUIT IN 2016
Prime Minister Amama Mbabazi has reluctantly decided to bow out of the rough and tumble of elective politics ahead of the 2016 elections, following an increasingly frosty relationship with the President, The Observer has learnt.
Highly-placed sources within the NRM told The Observer that the decision was made during a couple of family meetings held recently at Mbabazi’s countryside home in Kihiihi, Kanungu district, and at Kololo in Kampala.
The meetings were mainly attended by Mbabazi, his wife and children, as well as close relatives. Some of Mbabazi’s extended family members, an appendage of the NRM fabric, include his in-law and former privatization minister, Mathew Rukikaire, his sister-in-law and former Agriculture minister, Hope Mwesigye, and his wife Jacqueline Mbabazi, who is also chairperson of the NRM women’s league.
Mbabazi’s drastic decision comes at a time of a reported cold war between him and President Museveni. At the heart of this fallout, party insiders believe, is a latent power struggle and emerging fissures in the ruling party ahead of the 2016 elections.
“They [the family] agreed that he should not stand in Kinkizi West and no-one else within his family stable should contest in 2016,” said a member of the family who asked for anonymity.
“Mbabazi is ready to back any other ruling party member in Kinkizi West to be elected to Parliament in 2016,” the source added.
It is also unlikely that Mbabazi will seek to be re-elected secretary general but he has promised to serve in any other position the regime assigns him. Mbabazi told his family that upon retirement, he would concentrate on charity work through a foundation. When contacted yesterday, Mbabazi did not return our calls.
Of recent, Mbabazi, who is quite IT savvy, has developed a penchant for cyberspace. On his official website, www.amamambabazi.com, the premier appears to send out a carefully calibrated message like a leader in the autumn of his lifetime.
In some of the images posted on his website, Mbabazi is pictured seated with some Chinese army generals while, on the other hand, he is seen embracing his grandchildren. The website has since raised eyebrows with some people alleging that it is a springboard for his presidential bid.
However, those close to him believe it was set up to facilitate his charity work as he bows out of politics. Mbabazi’s decision to step aside will rob Museveni of one of the longest serving loyalists in the inner sanctum of the ruling party. He is a dapper, meticulous and canny political operator who, until recent reports that he had fallen out with the big man, executed most of the President’s sensitive assignments.
Although Mbabazi continues to deny the possibility of a rift between him and the President, a source told The Observer that of recent Museveni has been avoiding returning the calls of his once close confidant and NRM secretary general. Another source claims that the President has set up a parallel power structure run by the recently appointed minister without portfolio, Richard Todwong, who has been charged with affairs of the party.
Sources conversant with affairs of the ruling party tell us that Museveni is genuinely concerned about what he sees as attempts by Mbabazi to build his powerbase as attention turns to the 2016 elections. The President is understood to be actively trying to clip Mbabazi’s wings while continuing to benefit from his steely management skills.
It is understood that the recent appointment of John Nasasira as minister in charge of General Duties in the Office of the Prime Minister (OPM) was part of the grand scheme to blunt Mbabazi’s growing clout ahead of 2016. In this matrix, it is expected that Nasasira, a member of the closely-knit ruling party politburo, would take away chunks of power from the powerful prime minister.
Observers also say that Museveni no longer assigns Mbabazi any high-profile roles and prefers the less ambitious Vice President Edward Ssekandi. In July, for instance, it was Ssekandi who represented Museveni at the 50th anniversary of Burundi’s independence.
Ssekandi has also been to launch the Kaiso Tonya road works in Hoima and the new power line from Kawanda to Masaka.
Tactical blows
While we could not independently verify the link between these and the Mbabazi-Museveni tensions, sources within the establishment confirm that there are undercurrents that have strained the relationship between Museveni and his once-upon-a-time trusted colleague.
Many point to an NRM caucus meeting at State House, Entebbe, which took place in June, when the President berated Mbabazi and the Speaker of Parliament, Rebecca Kadaga, to prove that things are no longer at ease. It was also perhaps the first time Museveni was criticising Mbabazi openly.
Among other things, Museveni said: “[Eriya] Kategaya is more senior than Mbabazi and Kadaga when it comes to regional matters.”
Kategaya is the second deputy premier and minister for East African Community Affairs. Although Museveni later called another meeting a week later, at his country home in Rwakitura, where he appeared remorseful, some insiders believe the point had already been made.
“Why did he have to criticise them in the open and praise Kategaya who betrayed him and joined FDC at one time? It is more than meets the eye,” said a well-placed source in the ruling party.
Museveni, in another veiled swipe at Mbabazi, following successive by-election losses, said the NRM needed a fulltime secretary general to run the affairs of the party. This was in stark contrast to Museveni’s previous stand that Mbabazi could pull off what was asked of him as both Premier and NRM secretary general.
Trusted, suspected
As recently as October 2011, Museveni came to Mbabazi’s defence when MPs demanded his resignation because of allegations of bribery over oil contracts.
“People who are pushing Mbabazi to step down basing on WikiLeaks are not after Mbabazi, but after Museveni. They want to use WikiLeaks to remove me. Mbabazi is going nowhere and Museveni is going nowhere,” Museveni said during a cabinet meeting.
The President reportedly told his ministers that for all the time he has worked with Mbabazi, since 1974, the man from Kinkizi has never disappointed him.
“He has always handled sensitive issues in areas of security, legal issues and diplomacy. He is clean and I have never found him wanting,” Museveni insisted.
So, what could have gone wrong to shatter an intimacy that lasted just under four decades? A senior lecturer in Political Science at Makerere University, Dr Sabiiti Makara, believes it is the toxic succession politics playing out.
“When [James] Wapakhabulo [former speaker] shone in Parliament, he was put on the wayside. It’s a way of cowing him [Mbabazi] out of his ambitions; his appetite will have to be tamed,” Makara opines.
Political historian Mwambustya Ndebesa concurs with this Machiavellian conspiracy.
“When you rise nearest to power, you must fall. Museveni does not want a threat,” Ndebesa says.

Unknown arsonists have set ablaze the home of Buyaga West legislator Barnabas Tinkasimire. Mr Tinkasimire, chairs the Presidential Affairs committee of Parliament that recommended the pulling down of a building that was being built in a road reserve on Nile Avenue near Garden City in Kampala, last month.
The suspects set the house alight at about 3 am today.
The house is located in Kitete C, Ham Mukasa Zone, Mukono Central Division
The fire seriously injured Ms Agnes Tinkasimire the MP’s ex-wife and her unidentified maid, who were in the house at the time of the attack. The two who were in a critical condition, have been hospitalised at Mulago Hospital.
Mr Tinkasimire who was on his way to the home, by the time Daily Monitor contacted him, said he suspects that people who have been calling and threatening him could be behind the attack.
“Since my committee recommended that KCCA pulls down that building, I have been receiving threats that my property would be razed and I informed Police,” Mr Tinkasimire said.
He said the Mukono house is valued at about Shs150 million. The independent-minded and vocal National Resistance Movement MP said he gave the house to his ex-wife who rented out the servant quarters.
The officer in charge of crime investigations at Mukono Police Station, Henry Mugumya, has said they recovered a jerrycan containing petrol outside the wall-fenced house.
“The attackers spayed red pepper at the scene which confused our sniffer dogs from tracing them. But this does not mean that we shall not follow them,” Mr Mugumya said.

On Sunday 30th September 2012, while a rested on my bed as power had been cut by UMEME for repairs, in a brief sleep, I got an illusion of the message I got when i got the information that my father had passed away. It was around 8.00am on Sunday, 3rd October 2004. My young brother rang me and said, "Taata agenze." Surely, dad had gone and tomorrow 3rd October 2012 will be exactly 8 years since.
I thank God for the works of my late father. May his soul rest in eternal peace.

CAN WE SEE A SYSTEM WHERE THERE IS PUBLICITY ON PERSONAL ANNOUNCEMENTS OF DEATH DUE TO ACCIDENT
It is sad when relatives have to exhume a dead one whose body may have been kept at the mortuary when they are unaware that he/she died in some accident incident. As Uganda gets to celebrate 50 years of Independence, can the concerned authorities more so KCCA start an arrangement where the dead due to accidents where relatives may not know are publicized on say CBS personal announcements and have the bill collected by relatives instead of having to exhume bodies.

In Summary
The Mulago hospital executive director says relatives of the dead are free to take away their remains and that people are cheated by those who ask for payment.
Mulago Hospital has said it does not operate on a policy requiring relatives of the dead to pay for mortuary services meaning that a highly organised racket has turned a national mortuary into a private business.
The development follows an investigation commissioned by this newspaper in which it was discovered that the public is losing money to a group of people at the mortuary who hold onto bodies under the guise of conducting autopsies or post mortems yet both processes are supposed to be conducted on request by the relatives.
According to Dr Banterana Byarugaba, the hospital executive director, relatives of the dead are free to take away their remains immediately after death but because they are ignorant, the racket takes advantage of the situation.
“Previously we were charging Shs50,000 for embalming which is optional, but recently we were reviewing the figure thinking we should even scrap it. Why charge the grieving relatives?” He told this newspaper.
It has emerged that relatives of the dead have to part with between Shs80,000 and Shs250,000 depending on the services which range from dressing up the bodies, bathing them, applying backcloth and other services which are not within the mandate of the hospital.
Mr Baterana attributes the practice to staff from the closed KCCA mortuary.

Kabaka's Government Policy Objectives
Enhancing organisational and institutional Structures:
The Buganda Kingdom Cabinet
a) To enhance the Kingdom's Cabinet so as to enable it perform its role and functions effectively and efficiently.
b) To ensure that all ministries come up with project proposals that will sustain their ministries (project base ministries).
c) Performance Management Plan by the Cabinet for result oriented government.
d) Undertaking a functional analysis.
e) Create enabling environment for stronger networking with other institutions, organisations and local authorities (District Chairpersons, Parliamentarians etc) through motivating them to have a sense of belonging.
f) Strengthening mutual cooperation with other kingdoms.
g) To be proactive in participating in the debates that lead to the emergence of central government programmes, and when these programmes are being implemented, to use all means to ensure that they are not only implemented effectively for the benefit of the people of Buganda but also to create synergies that lead to magnifying their impacts on the people of Buganda.
The Buganda Parliament (Lukiiko)
a) To strengthen the operations of the Lukiiko especially by ensuring follow ups on progress of Cabinet tasks.
b) To review the composition of the Buganda Lukiiko and ensure that it comprises representatives from all counties of Buganda and other interested groups. This will serve to disseminate the Kingdom policies and to urge the people to rebuild the Kingdom.
c) To strengthen the Buganda Lukiiko sectoral Committees and to enable them achieve their objectives
Civil Service
a) To streamline all issues pertaining to staff motivation especially remunerations which should also inspire and encourage other people to serve the Kingdom.
b) To establish a performance appraisal system to evaluate and assess individual employees of the Kingdom in terms of their work performance and contribution to the achievement of the Kingdom goals and objectives throughout the appraisal period.
c) To establish a system/Scheme for staff training and development.
The Kabaka's Chiefs
To strengthen the administration of the Kabaka's Chiefs from the village level to county level and to make them agents of development.
Strengthening Cultural and Social assets
Clan Systems
In Buganda, the social security system is built on clans and family values. The Kingdom government policy is to strengthen clan institutions and promote cultural values through:
i. Strengthening Clan institutions by ensuring that each clan undertakes economic projects and builds its ancestral places (obutaka) to acceptable standards.
ii. Mobilising people to protect and preserve Buganda’s culture and heritage.
iii. Encouraging clan heads to advocate for stronger networking within their respective clans to create greater capacity for mobilisation.
iv. Mobilising Baganda entrepreneurs to engage in corporate social responsibility to form a strong development force.
v. Reviving Buganda's social cohesion along the family and clan ties, to serve as a basis for voluntary communal work, entrepreneurship development, and ethical conduct.
“Ekisaakaate” Programme
To enhance and promote the “Ekisaakaate” (Children’s holiday residantial camp) programme, spearheaded by the Nnabagereka (Queen) under The Nnabagereka Development Foundation with the aim of imparting and enhancing good cultural values and norms, encouraging ethical standards and spiritual growth; providing psychological support needed by children to cope with delicate stages in their lives; revitalising and strengthening leadership roles, domestic duties and practical skills.
Building Buganda KingdomFinancial Resource Assets
To solicit for Buganda partners in trade and industry worldwide and to invite Investors to enter into joint ventures with Buganda Kingdom .
To strengthen the operations of Buganda Investment and Commercial Undertakings Ltd (BICUL) and to ensure that it creates new business opportunities.
To awaken and strengthen all companies that were created by BICUL which include: CTS, Royals Tours and Travel, etc and to create new others hence ensuring that they are manned professionally.
Strengthening the Royal Treasury’s (Nkuluze) revenue sources to become self-sustaining
To develop good relations between business communities in Buganda .
To revive and strengthen BDA/BDC with new targets and restructure it to international standards.
Targets to include:
i. Develop new economic development plans for the Kingdom.
ii. To do economic-based research.
iii. Develop bankable project proposals for the Kingdom
iv. Develop implantation strategies for development programmes.
v. Solicit funding for various programmes.
Strengthening Human Resource assets
Every Muganda is a productive asset. The causes that limit their asset value include lack of education and skills, lack of inspiration, wrong attitude towards work, and poor health magnified by poor nutrition.
The Buganda government policy is to work through the Kingdom's institutions to enhance the access of its people to social services by developing a more productive human resource in Buganda to:
i. Adequately develop human capital through training school leavers in technical and artisan areas which are competitive in both internal and external markets.
ii. Revive the practice of recognising all contributors to the restoration and development of the Kingdom of Buganda.
iii. Implement schemes that recognise and appreciate Baganda achievers ( Emimuli gya Buganda ) at all levels to be role models for motivating and inspiring others especially the younger people.
iv. Develop Muteesa I Royal University curricula and programmes oriented towards the market needs.
v. Develop and implement strategies for equipping Muteesa I Royal University and developing its infrastructure.
Public Administration
The Kingdom of Buganda firmly believes in the internationally recognized right to self-determination by virtue of which all peoples in the world should be able to freely determine their political status and freely pursue their economic, social and cultural aspirations. In the context of the Republic of Uganda, Buganda believes that this right can be fully enjoyed by the Baganda and other peoples of Uganda through a Federal system of governance.
The Federal System would recognize the Federal states as the constituent and fundamental segments which make up the Republic of Uganda. The Federal states would constitutionally cede some of their power to the central government for the purpose of achieving efficiency and economies of scale. Save for the ceded powers all power would be vested in the people thus enabling the Federal states to provide services and enable the people of Uganda to achieve their
economic, social and cultural goals and aspirations. The Federal System of governance would foster political harmony across the country and engender stability. It is an inbuilt safeguard that ensures “Uniform growth for all the regions of the country” , and additional measures for checks and balances hence minimizing corruption.
It is therefore Buganda government policy to pursue a federal system of governance and it will continue to advocate for the same through the following measures:
Sensitizing people in other parts of Uganda on the advantages of a federal system of governance.
Emphasizing that the federal system of governance will not benefit only Buganda but will also foster unity and development throughout Uganda and therefore enhance the people’s standards of living. It is not intended to promote Buganda’s hegemony as some people have deliberately misreported.
a) Buganda endeavours to preserve its position in a peaceful and prosperous Uganda. Therefore, the Buganda Kingdom will embark on efforts to increase awareness of not only the people of Buganda but also other Ugandans that the core reason Buganda is pursuing federal system of governance is not for a special status or to secede from Uganda, BUT to create space for cultural growth for each and every region ( Ggwanga ) in Uganda whether it has a king or not.
b) To continue working hand in hand with the Central Government
for the development of Buganda in particular and Uganda in general.
c) To advocate for civic education emphasizing that divergent view on any given subject does not denote enmity with the Central Government and so does demand to reinstitution of assets and properties.
Strengthening Natural Resource assets
To utilize and develop all Buganda's resources which include:
a) Land
b) Buildings
c) Cultural sites/natural heritage
d) Natural sites like forests and rocks.
Strengthen Buganda Land Board and ensure that it reserve landwhere commercial activities can be established
Establish a Land Trust Fund to buy land in Buganda and reserve it for future generations
Building Capacity to innovate through Science and Technology
Innovation is driven by knowledge, skills, attitude and aspirations. It is therefore, Buganda Kingdom policy to impart the people of Buganda with knowledge and skills through:
i. Restoring and promoting creativity especially among the Baganda youths in such activities as craftsmanship, weaving, carpentry, etc. This will be boosted by organizing competitions among schools.
ii. Building vocational institutions in every county in Buganda to promote technical skills among the youth.
iii. Establishing tele-centres in every sub-county to expose the people of Buganda to modern communication skills and to enable them to be aware of the world beyond the boundaries of their own villages/towns and immediate experiences.
Demanding for the Restitution of Buganda's Assets and Properties ( Ebyaffe)
a) To schedule discussions with the Central Government about reinstituting all Buganda 's assets and properties those are pending as mandated by the Constitution of Uganda. Assets and properties pending reinstitution are:
9,000 square miles of land.
1,500 miles of land with forests and wetlands.
All official estates for Counties, sub- counties and ebitawuluzi at the parish level. By ensuring that the Central Government fulfils what it pledged to Buganda in the letter addressed to the Katikkiro dated 9 th July, 2002; to restore all county headquarters which will ease the
administration of the Kingdom, thus very vital in disseminating the Kingdom's development programs to the people. They are also communication infrastructure that allows downward, upward, and horizontal information flow.
Community mobilisation of Buganda
a) To encourage Buganda's youth in the respective clans to foster development through such social activities as sports, education, etc.
b) To promote sports activities and competitions.
c) To disseminate information about the Kingdom through BUCADEF and co-operate societies and to ensure that Kingdom activities are beneficial to the people of Buganda in particular and Uganda at large.
d) To promote social activities at sub - county level as a means of uniting people in Buganda.
e) To strengthen and promote the roles of BUCADEF in every county in Buganda.
To provide social services to the people in terms of health, sanitation and nutrition, etc.
To encourage good standards of living in all homes in Buganda.
To educate the people about better and modern farming methods for quality and higher yield.
f) To enhance communication and thereby promoting Buganda's culture through setting up a TV station for Buganda Kingdom, opening up an official website for Buganda government and strengthening CBS radio.
g) To build and develop Buganda without hindrances from political and religious affiliation.
h) To strengthen the relationship between the Baganda and the people living in Buganda.
i) To strengthen the relationship between the people of Buganda and other communities of Uganda.
j) To promote Luganda as a language through songs, plays, etc.
k) To promote and strengthen Buganda youth groups/ organizations to get involved in the development struggle of Bugada these includes: Nkobazambogo, Baanabakintu, Essuubi lya Buganda, etc.
Revival of a sense of community responsibility
There is need to revive a sense of community responsibility among the people whereby they serve, help and work for the Kingdom and Uganda in general in a selfless manner. This to be achieved through the following:
a) By urging all people to participate in given community activities (bulungibwansi) among the people of Buganda including leaders at all levels with the Kabaka at the forefront as the driving force.
This to include:
Conserving nature through afforestation and burning polythene bags.
Community work ( Bulungibwansi )
General cleaning of homes.
Clearing water sources, canals and trenches.
