What is the role of the Permanent Secretary in the Prime Minister's office. For what is he paid handsomely? Uganda is one country where many people just end up lousy, yet they are having serious offices. I once had a junior officer below me. He would bring vouchers every weekend so that he draws what he actually did not have on his account. I being a person who understands welfare problems, I used to help him get the money he wanted to take him through he weekend. When this guy started stealing using the computer, he no longer needed my signature to draw money. It is absurd that people in the Prime Ministers Office have been becoming wealthy without the shear concern of the likes of Bigirimana and this one is seen worthy to keep in such office where big money has been lost. It was clear from the word go, that unless there were angles within the Prime Minister's office, the Uganda vultures were bound to steal the money meant to help the deprived people. I think the donor can do us a favour. It may make a lot of sense if they fund programmes when they are duly responsible for supervision. It would have made better impact if the donors slashed part of the money to the office of Prime Minister and use it to supervise the projects on ground. We have a problem which the current NRM Government cannot take the country out of as it is part and parcel of the problem.
