THE PAY IN UGANDA IS RIDICULOUS
It is not clear whether there are Government pay scales for all people employed by Government. When you get to know what some people earn, you just get to understand that something is surely wrong. It is not clear what formula the appointment authority uses in determining salaries for some Government workers in Uganda. The most recent case is that of Jennifer Musisi the Executive Director, Kampala City Council Authority, who is believed to earn 11 million before tax. This matter was earlier addressed when the salary of the Inspector General of Government became public knowledge; the same for the Chief Executive of National Water and Sewerage Corporation, NSSF and URA.
It is prudent business to harmonize the pay to those who work in various Government offices. The appointment authority should not be at liberty to determine what employees in Government earn. Nor should the staff be at liberty to dictate what they should earn.
